Why Aren’t My ChatGPT Ads Serving?

First determine whether the problem is a business-side gap in evidence or a visible platform blocker. Compare the expected result with the relevant account records and report window. Preserve the current settings while you gather evidence, then state the expected behavior and unresolved question clearly.

Procedural guidance from current public documentation. Illustrative examples are not campaign results or account-level approval.

Diagnose ChatGPT ads that are not serving by checking review status, access, budget and reporting delays. Record the blocker before changing the campaign.

What decision does this guide address?

Before changing anything, freeze a baseline: what you saw, when you saw it, which report window was open and what decision the observation is preventing. That gives the owner a way to compare the next check with the original symptom instead of relying on a vague memory of what “not serving” meant.

This is a post-launch troubleshooting guide. For spend and budget decisions, read How Should I Budget a ChatGPT Ads Test?. Is there a confirmed blocker or only delayed reporting?

“Not serving” is often shorthand for different business concerns. Write down the exact symptom in plain language, the date range and the business decision that is blocked. Then identify where the chain appears to stop: exposure, visit, configured event, contact or completed work. Each stage needs different evidence; a single empty metric rarely identifies the cause on its own.

Ask AE about missing organic mentions, not missing ad impressions

Use a short incident log. Record who observed the issue, which business decision is blocked, what evidence would change that decision and when the next review will happen. Keep sensitive account details in the approved system; use a redacted note for wider discussion.

For current account-specific steps, consult OpenAI’s troubleshooting guide.

Separate observable facts from hypotheses. “The campaign status reads active at 10:15 account time, but the report shows zero impressions through yesterday” is an observation. “The bid is too low” is a hypothesis unless the platform provides evidence for that conclusion. “The system is broken” is a conclusion that needs more support. The distinction keeps the support request focused and prevents an unverified explanation from becoming the reason for spending more.

Set an internal action boundary before troubleshooting: who can authorize a pause, what spend ceiling still applies and what evidence would require the business to stop. If the records do not support a decision, preserve the original configuration while the owner reconciles them.

Author’s procedural analysis; related documentation: diagnosis

What do campaign and ad statuses establish?

Keep account, campaign and ad observations in separate lines. For each, record the exact field, label and timestamp, then ask what business decision that observation actually supports. A broad word such as “approved” can otherwise conceal which part of the situation is still unresolved.

Author’s procedural analysis; related documentation: diagnosis

Ask what public query context an organic audit needs

A status field is evidence about that object only. Check whether the account presents an explicit error, a pending review, or simply no confirmed delivery yet; those states call for different timing and escalation decisions.

Cited documentation: diagnosis

For a clear review or billing error, preserve the notice and contact support promptly with the campaign ID and timestamp. For a new launch with no confirmed delivery and no hard blocker, the current troubleshooting guide says to allow at least 24 hours after launch before reporting zero delivery. Once an explicit blocker appears, do not wait out that window. Avoid repeated edits that could obscure the original state.

Cited documentation: diagnosis

Ask AE an organic visibility question; send billing issues to OpenAI

If you cannot access Ads Manager while campaigns may be running, ask another authorized administrator to check access and pause the named campaigns if a pause is intended. An access error does not pause ads. If no administrator can act, contact support promptly, explicitly request a pause, and separately wait for confirmation that the campaigns are paused. A submitted support request is not confirmation. Never send passwords or payment-card details.

Cited documentation: diagnosis

For a mismatch, keep both observations with their timestamps and note any intervening change. Make one authorized correction at a time, then compare the same report window. This lets the owner decide whether the symptom changed before another setting is touched.

Author’s procedural analysis; related documentation: diagnosis

For a delivery warning tied to a conversion goal, check that the bid is being interpreted against the selected conversion setup. The current troubleshooting guidance distinguishes conversion-goal bid recommendations from the Low bid warning; a higher bid is not a guaranteed fix. Ask the operator what evidence supports the proposed adjustment and whether it changes the authorized ceiling.

Cited documentation: diagnosis

Review organic visibility independently of paid delivery

A fictional roofing company sees little activity and a contractor proposes a bid increase. The owner first asks which record supports that change and whether the selected campaign goal matches the business question. If the explanation is unclear, the team preserves the setup and resolves the uncertainty before authorizing a different spend ceiling. This example is invented and does not describe an advertiser result.

Author’s procedural analysis; related documentation: diagnosis

A practical triage note can fit on one screen: first observed time; status and exact wording; whether this is a new launch or a drop after prior delivery; whether a hard error is visible; last confirmed impression; spend and report timestamps; and the next checkpoint or support action. This sequence helps another person continue the investigation without repeating uncertain steps. If an authorized pause is requested, add the confirmation time and evidence as a separate field. Do not mark a campaign paused merely because someone sent a request.

Ask how to describe a public AI-answer discrepancy

Could budget or schedule explain the interruption?

Reconstruct when delivery changed before editing anything. Compare the last confirmed impression, campaign dates, spend report, account time zone and exact notice. For first-campaign start-date hazards, see the budget guide.

Author’s procedural analysis; related documentation: diagnosis

OpenAI’s current troubleshooting guide says a campaign may use its weekly allowance early and stop delivering until the next budget week, even while marked active. Compare spend with the correct account period before attributing a gap to a bid or status issue. Keep the previous and current views so the decision owner can see whether activity truly stopped or the report window changed.

Cited documentation: diagnosis

For an explicit location or eligibility warning, save the message and selected locations. Do not switch to an unrelated geography just to clear a warning. If the business’s real service area and account eligibility do not overlap, stop and resolve that mismatch before reopening delivery. The separate eligibility guide covers that decision in more depth.

Ask which business market to include in an organic audit

A useful comparison uses one stable slice at a time. Write down the last period with confirmed delivery, the first period that looks different and the exact report view used for each. Then compare the two snapshots against the owner’s authorization and the business calendar. If the date ranges differ, correct that mismatch before interpreting a change. If the range is consistent but the records disagree, preserve both views and label the cause unknown. This prevents a plausible explanation from quietly becoming a platform fact.

Author’s procedural analysis; related documentation: diagnosis

For example, a fictional home-services operator might see an empty current-day report while an earlier export shows activity. The operator should record both extraction times, check whether the same dates and filters were used, and ask which decision must wait for reconciliation. That exercise does not establish whether delivery continued or whether any charge accrued. It simply identifies the next evidence needed and keeps the spending decision with the authorized owner. Do not fill a reporting gap with an assumed bid or restart recommendation.

Author’s procedural analysis; related documentation: diagnosis

Read the audit’s observation limits

A budget or schedule correction can alter the test the owner approved. Before changing it, write down what changes in exposure, when it can begin, who will observe it and whether the original ceiling still applies. If the proposed repair extends the dates or raises the maximum amount, ask the business owner for a distinct decision. A technical fix does not itself authorize additional spend.

Author’s procedural analysis; related documentation: diagnosis

Use the observation to choose the owner’s next question, not to apply one fix to every case. Separate launch uncertainty, a visible blocker, a change after prior delivery, event measurement and business-area fit. Keep the owner’s practical decision in view: whether to wait within the original authorization, make one correction or stop and request a new spending decision.

Author’s procedural analysis; related documentation: diagnosis

Ask whether your organic discovery question fits the audit

The point of this triage is to distinguish evidence from explanation. A low count might reflect a recently changed campaign, a reporting filter, a measurement gap, a service mismatch or weak response to the message. Those are hypotheses, not findings. A useful case note says which observation supports each possibility and what single next check would rule it in or out. These are owner-side diagnostic choices, not reported product behavior or campaign outcomes.

Author’s procedural analysis; related documentation: diagnosis

After one correction, compare the same metric, filter and time interval used to establish the issue. If the symptom changes, record the new state and stop changing settings long enough to understand the effect. If it does not, return to the unresolved branch instead of stacking unrelated edits.

Author’s procedural analysis; related documentation: diagnosis

What evidence should go to support before a retry?

If account-specific help is needed, use the account owner’s support route and describe what happened, what you expected and the one question you need answered. Keep the case factual and share only enough context for the owner to locate it.

Author’s procedural analysis; related documentation: offer

Distinguish the AE audit offer from OpenAI account support

Use a reproducible structure: exact observation and time; the report window; what you expected; what you have already checked; and the unresolved question. Avoid broad claims such as “the platform is down” until evidence supports a wider issue.

Author’s procedural analysis; related documentation: offer

Share only information needed to identify the issue, and use the account owner’s authorized support route.

Author’s procedural analysis; related documentation: offer

Do not retry by duplicating the campaign before establishing whether the original has an account, review, schedule, location or budget blocker. A duplicate can introduce two active configurations, divide reporting and exceed the intended total. If a retry is warranted, document why the original cannot be repaired, which settings will differ, how the two campaigns will be prevented from overlapping, and what ceiling applies across both. Follow the current platform instructions for whether a new campaign is required.

Ask which public business URL to provide to AE

Preserve the initial state. Save the original configuration, timestamps, report exports, support case reference and every approved change. If a fix is made, record the single change, the person who made it and the time, then observe whether the specific symptom changes. That creates a useful before-and-after comparison without claiming that the change caused an outcome when other factors also changed.

Author’s procedural analysis; related documentation: offer

If the campaign begins delivering, verify that the correct creative and destination are active and that the resulting reports align with the business’s authorization. If the issue is no longer present, close the incident with the evidence and date, but keep the details for future diagnosis. If delivery remains absent, report the new observation using the same filters and time zone so the comparison is valid.

Author’s procedural analysis; related documentation: offer

Do not let troubleshooting drift into campaign optimization without a separate decision. A case about review status is not an invitation to raise a bid; a question about event reporting is not proof that the offer needs replacement. Keep the original business objective and authorized budget visible. If the problem reveals that the business is not ready to launch, pause and resolve that prerequisite before attempting another paid test.

Frequently Asked Questions

If my campaign says active, should it be serving?

Record which object shows Active, who checked it and which report window they used. Compare that observation with the incident log before deciding whether to wait, correct a setting or escalate. A status label alone cannot answer the business question.

Sources: setupdiagnosislaunch

Does a zero-conversion report mean the campaign spent nothing?

No. Compare the actual billing record with the same account, time zone and report window. OpenAI’s quickstart notes that spend reporting can lag; a displayed zero alongside delivery activity is not a no-charge receipt. Reconcile the event and charge records separately from customer contacts, and preserve the extraction time for the next review.

Sources: launch

Can a campaign run out of its daily budget early?

It can. The daily figure is an average target, and the troubleshooting guide says the weekly allowance can be used early, after which delivery may stop until the next budget week. Compare the account period with actual spend, then seek a separate authorization before changing the cap.

Sources: diagnosissetup

Should I duplicate the campaign to restart delivery?

Not until you know why the original stopped or never began serving. A duplicate can create overlapping delivery, split measurement and increase total exposure. Preserve the original configuration, collect the status and report evidence, and ask support or the account owner whether the specific issue requires a new campaign.

Sources: setupdiagnosislaunch

What should I include in a support request?

Give support one reproducible case: what you expected, what you observed and when you checked. State the specific answer or action you need, use the account owner’s approved channel, and wait for the actual response before closing the incident or reporting a pause. Keep a copy of the response with the decision record.
